SCM Policy Framework
In terms of the Municipal Finance Management Act, Act 56 of 2003, each municipality must have and implement a supply chain management policy which gives effect to the provisions to Chapter 11 of the Act. This policy must be fair, equitable, transparent, competitive and cost effective and must comply with the prescribed regulatory framework as given by the National Treasury.
