Hibiscus Coast Municipality breaking new ground in housing delivery
The Mayor of Hibiscus Coast Municipality (HCM), Councillor NF Shusha went to KwaNzimakwe on Tuesday 24th March at 09:00 to handover a housing project to a contractor who will soon start building more houses in Latshoda area. With her were EXCO Cllr P Rademeyer and Cllr M Mzelemu.
HCM as a municipality has been working hard to find and diagnose stumbling blocks that impede it’s efforts to speed up housing delivery processes. Having gone past that phase the building programme at HCM continues in earnest.
The KZN MEC for Housing approved 1813 residential units to be built in the KwaNzimakwe Housing Project. Initially the project was administered by the Section 21 company called Impulelo Housing Support Committee (Section 21 Company).
The house type that was approved was a 30 m² house with a toilet inside. The system that was used was called Peoples Housing Process (people to build their own houses). The PHP proved to be a failure for many reasons, one of them being material control and beneficiaries were supposed to contribute using Sweat Equity, meaning that you contribute by working for twenty (20) days.
In 2007 the Section 21 ceded the project to the Hibiscus Coast Municipality after building 296 houses. The funding that was forwarded to the municipality was to build 500 houses.
In 2007 beneficiaries took occupation of the houses and 204 houses were built to take the number to 500 houses.
The Hibiscus Coast Municipality has awarded a tender to a Joint Venture of Dumakude Construction and Mzotho General Dealers to build a further 100 units and the site that has been handed over to him on the 23rd March.
Break down
To date HCM has built 500 phase one houses at Bhobhoyi with 202 left to complete phase one and another 500 phase one at KwaNzimakwe . There are other approved projects that are still to commence. Bhobhoyi phase two will see 1100 houses being built and another 1313 phase two at KwaNzimakwe. At Louisiana 1000 houses will be built, Mkholombe 1500, Merlewood low cost 235 will be built, middle income houses 177 to be built, at Masinenge 542 will be built and at Farmlands it’s 830.
Rural Projects
Rural areas will get a fare share of housing development as well. KwaXolo will get 1000 houses, KwaMavundla it’s going to be 1000 houses, Oshabeni under Chief Lushaba it will be 1000 houses and KwaMadlala will grab it’s share of 1000 houses too.
